Group Training Australia
http://www.grouptraining.com.au/Find/find_gto.html
Group Training Organisations (GTOs) employ apprentices and trainees, and hire them out to different businesses on a short or long-term basis.
This approach enables smaller businesses to take on an Australian Apprentice even though in some cases they cannot provide the employee with the broad range of skills needed to complete their training.
Group Training Organisations take on the contractual and administrative responsibilities of the employer (the payment of wages and superannuation for example), and also participate in the recruitment of Australian Apprentices, often ‘pre-apprenticeships’ skills development training, and also post-placement support.
